POTS WORLD：破世界 Jan 31st 2013, 10:28 Google Earth 影像揭露北韓新建集中營 據Google Earth最新的衛星圖分析看來，惡名昭彰的北韓集中營又將再添一座。部落格North Korean Economy Watch作者Curtis Melvin發現，在現存的14號集中營旁，亦即廢棄的18號集中營附近，有3公里圍牆與相鄰的土地共用。雖然尚未確認是否為新監獄，但 Melvin 觀察到與現存監獄明顯相似、顯而易見的保全圍牆，他推測該區域應為14號集中營的擴張，配上全新形態的設施。這塊區域建造於2006年12月到2011年9月之間，其中有哨所、營房、出入口、礦山等設施已被認出。位於偏遠山區的北韓集中營，生存環境最為嚴苛，根據國際特赦組織報導，當中設有毒氣室及化學試驗的進行。自從去年美國華盛頓郵報記者Blaine Harden報導了脫北者申東赫逃離14號勞改營的故事後，北韓犯人集中營的暴虐行徑始為世人所知。據估計，約有20萬人被拘禁於集中營，多數是因為與先前的囚犯有關係，或企圖與國外聯繫，或污辱「金氏王朝」。申東赫講述了集中營裡強迫勞動的暴行，除了在工廠裡縫製軍裝制服，還有在礦區內危險致命的工作。他於23歲時逃脫，目前住在首爾。Google 執行長Eric Schmidt日前訪問北韓的爭議行程，被美國國務院批評不合時宜，倒是 Google 強大的地圖功能一向倍受稱讚。結束四天的訪問行程後，Schmidt 認為北韓必須還權於民才能與國際接軌。（來源：the Guardian/節譯：Rio） 閱讀全文

總編手記：逝者逝矣 仍迴響矣 Jan 31st 2013, 10:32 文/黃孫權 Lucie過世三年，三年來我們仍在辦公室書架上頭的Lucie畫像下工作。一切似乎沒有什麼改變，一年五十期紀錄了辦公室所有人的歲月是如何揮霍的。 《破報》像患了精神官能症的民宿，覺得太好是罪過，維持自身存活不是另類媒體之意義。不喜歡過於政治正確，拒絕拿不安心的廣告，不參加任何主流媒體獎項，不拿財團基金會的補助。民宿的精神官能症顯示出：《破報》一直很餓，卻顯得很飽，對任何企圖另翼之途的青年都張開臂膀歡迎，用自由軟體，全文上網，僅有五個人的編輯部用所有氣力來贏得自主環境：我們生產而不跟班，我們說故事不搶新聞，我們過濾資訊而非傳播，而業務部同仁則要賺取足以讓良心溫飽之身體。民宿裡，菜鳥變新人，新人變舊人，疲累之人則再度出發，往主流媒體、另類文化或社區、NGO工作，往社會蔓延，遇到讀過他們故事的讀者，開枝散葉，成為彼此與上下世代的知己。《破報》每一代都寫了自己的故事，每一代的員工都會將《破報》變成他們希望的樣子，在人事境變下，是破報維持風格與自主性最重要的因素吧！ 閱讀全文

如果犯罪是一個成年禮：一個青少年矯正學校的觀點 Jan 31st 2013, 14:58 文/蘇盈如 在矯正中學有兩百六十七住校生（15-23歲），一個寢室住了五、六個人。他們的日常生活包含高中課程內容。一天七節課、一節課五十分鐘。上課時隔著透明的壓克力板，會有導師、教導員（監獄官）戒護看管。下課留在教室下棋、彈吉他、電子琴，中午集體用餐、午休。回到舍房後七點到八點晚自習，八點到九點看大愛、國家地理頻道等電視節目。九點十分就寢，九點半關燈。要讀書可以申請晚熄燈。早上六點五十起床、打掃，開始上課。面對即將來的過年、寒假，在校內舉辦烤肉、晚會等活動。教育人員表示過節情緒上會想念家人或懷念以前在外面的時光。國文老師說學生平常可以寫信，也可以辦理申請接見或透過視訊會面30分鐘。春節、母親節、中秋節懇親時，會到校園中面對面接觸2-3個小時。 閱讀全文

2012年十件電影大小事 Jan 31st 2013, 09:22 文、圖/但唐謨 最大的遺珠：《龍飛鳳舞》 《龍飛鳳舞》的導演王育鱗是我的學長，但是我絕對不是因為私交而袒護這部片。我真的覺得這部片拍得非常好，甚至超越了他的前一部作品《父後七日》，儘管這部片上了春節強檔，但在票房和影展兩方面的成績都不盡理想。《龍飛鳳舞》以台灣南部歌仔戲戲班的生活為背景，延伸出一個熱鬧又幽默的故事。女演員郭春美在這部片中一個人是演兩個角色，兩個角色不但性別不同，而且還得在台上台下，戲劇和現實之間換來換去，如果不是有深厚的表演功力，根本不可能演好這個角色。郭春美，其實是去年台灣電影更大的遺珠。 閱讀全文

衛報週評：恐怖主義只是馬利數十年苦難根源之一 Jan 24th 2013, 10:38 節譯/葉興台 根據英國衛報的一篇評論，最近在馬利發生的事件有兩種版本解釋，每種有關馬利北方被伊斯蘭團體接管的解釋都過於簡化。第一種解釋說，若非西方國家扳倒利比亞格達費政權，導致為數眾多的武器流入馬利；若非美國軍事顧問協助訓練一些伊斯蘭好戰份子；若非西方國家私下表達對馬利資源的興趣。換言之，應歸咎於西方國家的新殖民主義。第二種解釋更簡化，將馬利的問題歸咎於重新再起的「蓋達」組織介入。這種解釋將馬利界定為歐洲大門發生的全球安全問題，除了法國，有些歐洲國家也喜歡這個版本，導致他們對馬利進行軍事干預。 閱讀全文

2012十大社會文化事件簿 Jan 24th 2013, 15:00 文/曾芷筠、蘇盈如 圖/破報資料庫 《破報》為讀者選出年度搖撼大眾認知、改變既有觀念的十大社會文化事件。 北市府於328強拆文林苑都更案不同意戶王家 經歷兩年多的司法訴訟敗訴後，台北市政府依都市更新條例第36條，於3月28日清晨動用大批警力「清除」仍居住於此的王家人及聲援群眾，強制拆除14、18號土地上的三層樓建物。這起事件一來讓社會大眾看清：即使擁有一紙土地及房屋權狀，看似最保守的私人財產界線仍阻擋不了都更法令中的多數決暴力，政府真的會為了建商眼中的容積獎勵肥肉動用公權力介入，此舉大力動搖了中產階級深信不疑的私有產權神聖不可侵犯的價值觀。二來，王家人不斷以未收到公聽會通知作為訴訟訴求，然而絕大多數的住戶往往是在土地已被劃入都更範圍後才知情，即使沒收到掛號信或刻意躲避收信也無法阻止都更巨輪前進；在現行都更法令的邏輯中，不願加入都更的住戶也僅有議價阻止程序此一籌碼，卻沒有不談條件的權利。文林苑爭議至今未解，原住戶仍漂流在外，硬生生成為一群都市新難民。不僅中產階級嚇倒，一年多來有數百名至數千名青年前後以不同方式、深入程度參與王家及都市更新受害者聯盟的組織活動。這些青年在思考的可能是另一些事：薪水這麼少，揹了30年房貸，最後若是被強徵強拆的下場，這樣的人生有可能是幸福的嗎？ 閱讀全文

POTS WORLD：破世界 Jan 24th 2013, 10:20 經過機械故障、安全和環境的危害，殼牌石油探勘計畫被列入檢討 殼牌石油公司已經投入6年的時間及將近50億的成本，開採北極海底的石油與天然氣。經過殼牌石油⼀一連串簡直就是災難的事件，包括儀器故障、安全與環境的損傷之後，本月歐巴馬政府對此計畫積極展開高規格的複查。為了能在探鑽季節開放時，重返北極圈的油場，殼牌石油正努力修復和替換在新年期間擱淺的庫魯克(Kulluk)鑽井船。星期五時，卡羅爾布朗納(Carol Browner) 和約翰 波德斯塔(John Podesta)兩位歐巴馬最信任的顧問，主張永久停止殼牌石油甚至其他公司在北極圈地區的石油探鑽;他們現在相信沒有安全和負責任的方法來探鑽北極圈的石油。這使得殼牌石油在北極圈的探鑽計畫的未來備受質疑。另外，內政部長沙拉薩(Ken Salazar)表示他從不相信殼牌石油能在惡劣的北極環境進行探鑽工作，認為殼牌石油尚未準備好能在2013年有進⼀步的探鑽。布朗納和波德斯塔更表示:歐巴馬政府今年不應該核准殼牌石油的任何申請，且應該停止其他公司在此偏遠與不穩定地區的所有探鑽活動。（來源：the Guardian/節譯：MARCOVEN） 閱讀全文
