缺水的產業政策 Apr 4th 2013, 10:59 文/潘欣榮 缺水的產業政策 每年3月22日是聯合國的「世界水資源日」，目的是提醒人類如何分享水資源，以解決農業、漁業、能源供應，相互爭奪水資源的問題。然而，就在水資源日這週，台灣卻發生10年一次的大旱，經濟部雖執行限水政策，甚至行政院長也跳出來呼籲：颱風佔總雨量6成、希望颱風快來！但事實上，民生用水的節水量，相對於工業用水來說本是杯水車薪，颱風的決定權更非在人，故兩者皆不可治本。 read more
